4. This correspondence will explain the view which we have taken of the question but it is to the proposals contained in our letter to the Colonial Secretary of the 29th June last that we would draw the Secretary of State's particular attention.

5. Apart from the rate of interest to be charged the only difference between our proposals and those of the Colonial Government would appear to be in the fact that we have proposed to advance from the Special Fund at the rate of interest of £3.15/- per cent such sums as may be required from time to time for Railway Construction purposes leaving the balance in the Special Fund to earn such interest as we are able to obtain whereas Sir M. Nathan proposes that the sum of £110,000 as it is repaid by the Chinese Viceroy each year for the first five years should be at once lent to the Colonial Government at the fixed rate of interest in which case the Colonial Government through
